The committee, which advises the government on producer responsibility in packaging waste, had been disbanded in February 2002 after the retirement of its chairman, Sir Peter Parker. But the Department of the Environment, Food and Rural Affairs today announced the appointment of a new line-up under chairman John Turner.

Mr Turner was instrumental in developing the packaging waste recovery note (PRN) market with the organisation which came before Valpak, VWRag, and has long argued that the UK system is very competitive compared to other EU states. He is also thought to recognise that some modifications may be needed.

Commenting on the appointment, a spokesman at DEFRA said: “The Committee will have a more operational role than previously with the chairman also chairing task force meetings including, in particular, one looking at the inter-relationship with local authorities.”
The other new ACP members come from every level of the packaging recovery process. Raw materials manufacturers will be represented by the deputy chairman, Chris Scholey from Rexam Glass. David Eggleston, from Linpac Plastics, will represent convertor companies, Coca-Cola's Paul Smith will represent packer and filler companies, Geoff Bellingham of Dixons will represent sellers and John May of Corus will represent reprocessors.
Four posts on the new ACP have gone to compliance schemes, with places going to Phil Conran (Biffpack), Edward Cooke (Onyxpak) and Geoff Butterworth (Paperpak) as well as the current head of Valpak, Jonson Cox.
