Former energy regulator joins DAERA board

The Department for Agriculture, Environment and Rural Affairs (DAERA) has appointed a former energy regulator and consultant to its non-executive board.

Shane Lynch, who has more than 40 years’ experience in the energy sector in northern Ireland, has joined the department to advise and provide leadership on a three-year contact.

He was formerly the managing director of two coal-fired power stations in northern Ireland, then the MD for the American utility giant, the AES Corporation, before becoming the CEO of the Utility Regulator in northern Ireland overseeing the electricity, gas and the water and sewage industries.

Mr Lynch will advise DAERA on a basis of 2.5 days per month, on a remuneration of £529.68 per day in line with the rate set for Non-Executive Board Members (NEBMs).

He is presently the electricity price control commissioner for the Channel Island of Sark, and member of the Advisory Committee for the Northern Ireland Central Investment Fund for Charities and a panel member of the Office for the UK Internal Market.

The department says NEBMs bring valuable external perspectives and support to executive members, in particular the principal accounting officer, who are responsible in their obligations to manage their budgets effectively.
