Under the new ELV Regulations, which come into force on March 3, car manufacturers and importers (producers) are to take responsibility for recycling end of life vehicles (ELVs) of their own brand (see letsrecycle.com report).

Producers including Vauxhall and Saab will have to provide enough authorised treatment facilities – or collection points – to provide last owners with a convenient free take back service.
Vauxhall and Saab have signed a 10-year agreement with Autogreen, which has initially approved 50 ELV treatment facilities for its network. The final owners of Vauxhalls and Saabs will be able to take their vehicles to these sites for free disposal as of January 1 2007.

Ian Gaskin, spokesperson for Autogreen, said: “This is phase one of our network, the first 50 sites that we have strategically chosen based on their location. All the sites have licences and have been approved by the Environment Agency. This is just the start of our network, it will inevitably grow.”
Mr Gaskin said that once more contracts are agreed potential ELV arisings will be shared. “We will then sit down and work out where our shortfalls are,” he explained, “then we will add to our network to ensure that we can fulfil the demands of the ELV regulations, this will probably involve adding new sites.”
Under the regulations 75% of last owners should be able to travel just 10 miles to dispose of a vehicle and no-one should travel further than 30 miles.

Autogreen said their sites were likely to offer collection of a vehicle from the last owner when he/she was unable to deliver it to a site. Mr Gaskin said that in this circumstance though the treatment facility would probably charge to cover the cost of collection.
