An exciting opportunity has arisen in the Waste Contracts and Haulage Team at Leicestershire County Council, and we are looking to recruit a Senior Haulage officer with significant experience in the haulage sector (ideally waste haulage) to manage a small team of staff focusing on managing and developing our waste haulage service.

The County Council is constantly looking to innovate and deliver a commercial approach to provide the best value service for its residents. To provide a more efficient and effective service we decided in 2017 to bring the Haulage service for of 13 Household Waste Recycling Centres (HWRCs) and Waste Transfer Stations (WTS) in house, after working for many years with an external contractor. This service is now managed from our new site at Bardon

About the Role

As the successful candidate, you will become an essential member of the Contracts and Haulage Operations Team.

You will manage the Haulage Operations service, ensuring the service for our directly operated HRWCs and WTSs is efficient, effective and delivers value for money. You will also manage numerous high value haulage and waste related contracts.

A proactive, flexible, ‘can do’ attitude, a commercial approach and good financial management and problem-solving skills are key attributes. You will also be responsible for supporting and delivering innovative opportunities to optimise efficiency savings and develop our services in the future.

Candidates should have a relevant degree or equivalent experience. You will have extensive experience in haulage service management and service development. Your knowledge will cover statutory requirements, policies and procedures that are associated with operating a haulage service.

 

About You

To apply for this post, you must have:

  • A relevant degree or significant experience in managing waste transport services including haulage operations, HWRC operations, Waste transfer stations, or Member of a relevant Chartered Institute such as CIWM or CILT; along with significant experience in the procurement and management of waste contracts (or those of a similar nature)
  • Proficiency in budget management, forecasting and reporting, for significant value budgets (£3 – 6 million), with a strong understanding of contract and procurement legislation.
  • Skills in managing and developing teams, including operational staff as well as leading sustainable high-performance outcomes through effective leadership and performance management, while working to tight timescales and meeting agreed targets.
  • Demonstrable ability in writing and interpreting technical and non-technical reports, providing technical advice to senior managers and elected members, and ensuring compliance with waste management legislation.
  • Experience in stakeholder engagement, including attending and producing materials for meetings, exhibitions and effectively managing media and publicity related to service issues, with the ability to travel to locations across the County as required.
  • Strong communication and presentation skills, with the ability to influence, negotiate and build powerful, trust-based relationships across stakeholders, communities, and the media (as appropriate).
