An exciting new post has been created within the Waste Management Delivery team at Leicestershire County Council.
We are looking to recruit a Contracts Management Officer (Commercial Waste) with experience in contract management and commercial waste services.
About the Role
As the successful candidate, you will become an essential member of the Waste Management Delivery Team. You will: –
- Identify and develop new commercial opportunities to generate income and manage costs effectively.
- Grow existing commercial services, including but not limited to, district commercial waste, commercial waste from businesses and public weighing, including development of a customer database.
- Develop and deliver sales and communications strategies to increase commercial income.
- Optimise all aspects of the commercial service, including but not limited to maximising customer retention and improving waste handling.
- Develop and implement savings initiatives.
- Monitor and manage relevant budgets.
- Manage and operate small and medium value environment and waste treatment contracts. Assist with the management of high value contracts and resolution of issues.
- Assist in procurement processes that are relevant to waste operations & contracts and support the preparation of contract documentation, including contract specifications and invitations to tender.

About You
To apply for this post, you must:
- Hold a relevant degree or equivalent experience in commercial waste services/sales, contract procurement or contract management. Hold a COTC (or be willing to work towards).
- Have experience of identifying and developing new commercial opportunities to generate income and in managing costs effectively. Have experience in budget management including monitoring and planning abilities.
- Have experience in the procurement or management of environment and waste disposal and treatment contracts.
- Have good knowledge of the Municipal Commercial Waste Market, as well as environment and waste disposal and treatment legislation.
- Have experience of effectively engaging with customers to resolve issues, and in developing successful partnerships or contractual relationships.
- Be able to analyse information, provide systematic evaluation of potential solutions, as well as work to tight timescales and to agreed targets. Have good communication skills including the ability to negotiate, resolve issues and to achieve successful outcomes.
- Demonstrate an understanding of, and commitment to equality, diversity, and inclusion. Be able to travel to locations across the County as required and perform all duties and tasks with reasonable adjustment, where appropriate, in accordance with the provision of the Equality Act 2010.
